Already a life sentence, former Grandview officer pleads guilty to second murder

A former Grandview police officer who is already serving life without parole for murder pleaded guilty to a second murder, the Jackson County Prosecutor’s Office said Friday.

Jeffrey Moreland, 60, was sentenced to 20 years for second-degree murder and 10 years for armed criminal action.

On Oct. 29, 2010, Kansas City police responded to a report of a dead body.

Nina Whitney, 75, was found strangled and stabbed in her south Kansas City home. DNA was collected from her body.

In June 2011, Moreland declined to provide a DNA sample to detectives.

But about two weeks later when Moreland was in jail in Iowa, officers got a search warrant and a sample was obtained.

The DNA was processed and was a match to the DNA found on Whitney’s body, prosecutors said.

Moreland is already serving life without parole for the murder of Cara Jo Roberts, 30.

She was killed Nov. 5, 2008, in her Harrisonville home after Moreland broke in, sexually assaulted her and shot her. DNA evidence connected Moreland to Roberts.

During the 2013 trial, Cass County prosecutors said Moreland tried to throw off the investigation by providing a swab of DNA from his future son-in-law. But duct tape with DNA and fingerprint evidence found at the scene matched Moreland.
