Little known after Lenexa police fatally shoot man outside apartment complex

A day after a man was shot and killed by Lenexa police, the department declined to provide additional details about the shooting, including whether the man fired at officers.

The shooting is now being investigated by the Johnson County Officer Involved Critical Incident Investigative Team, with Olathe Police serving as the “host agency.” Calling the team in to conduct an independent investigation after a police shooting is standard procedure.

At around 3 a.m. Sunday, police were called to the Lenexa Crossing Apartment Homes to a report of a disturbance involving someone with a gun, according to a department news release. A Lenexa police spokesperson said Monday in an email that there was little more that he could provide about what happened in the 12400 block of W. 97th Terrace Sunday morning.

By late afternoon, authorities had identified the man fatally shot as Jose Enrique Cartagena Chacon, 25, of Grandview.

The Star sent several questions, including whether the 911 caller knew the person who was armed, where the initial disturbance occurred, whether the incident involved domestic violence or if the deceased person shot at police.

No officers were injured in the shooting, police said.

The majority of those questions went unanswered.

“I can tell you the armed disturbance we were called to at 3:00 AM yesterday was reportedly occurring outside around the clubhouse/swimming pool yard of the apartment complex,” said Officer Danny Chavez. “As this case remains an active investigation by OICIIT, I cannot provide additional information at this time.”

At the Lenexa apartment complex Monday afternoon, multiple people said they were not aware of what happened in the early morning hours Sunday. The little information that is known came from that initial release from Lenexa police, as well as a post from the department’s social media page on X.

Once officers arrived at the complex, the release said they located an individual inside a parked vehicle near the pool/clubhouse area.

“During the encounter with that individual, at least one Lenexa officer discharged their firearm, striking the individual,” the release said. “The individual was transported by Johnson County Med-Act to a nearby hospital and was later pronounced deceased.”
