Kansas City man is charged in killing on Flora Avenue

Jackson County prosecutors have charged a 34-year-old Kansas City man in connection with a fatal shooting Tuesday night at a home in the 3500 block of Flora Avenue.

Dedrick D. Pickens is charged with second-degree murder, assault, unlawful possession of a firearm, possession of a controlled substance and two counts of armed criminal action.

Pickens is accused of shooting Ricky Frazier, 56, who was found fatally shot on the front porch of the home about 10 p.m. Tuesday.

According to court records, witnesses told police they knew of no reason for the killing and believed Pickens was high on PCP.

Police used a stun gun on Pickens while taking him into custody and found him in possession of numerous bags containing what officers believed was cocaine. Police also seized a handgun from the home.

Frazier is Kansas City’s 44th homicide of the year. So far in 2016, the Kansas City area has seen 69 homicides.
