Kansas City man, 62, faces murder charges in Benton Boulevard fatal shooting
Jackson County prosecutors have charged a 62-year-old man in the shooting death of another man on Dec. 4 outside of a store at 18th Street and Benton Boulevard.
Victor D. Kelley of Kansas City faces second-degree murder in the slaying of Phillip Degnan. Arriving officers found the victim in the parking lot of Benton Market & Gas.
Kelley is being held in the Jackson County Detention Center after failing to post $250,000 bond. He is scheduled to appear in court on Jan. 4.
According the court records, the incident was captured on surveillance video. After making a purchase, the victim walked to the east of the building, a hang out spot for frequent customers. Kelley arrived at the store several minutes later and began to argue with Degnan.
At one point, Kelley brandished a handgun and fatally shot Degnan. Kelley then walked westbound toward Prospect Avenue.
Police later arrested Kelley after he was identified as the shooter. Kelley told investigators that he threw the gun used to shoot Degnan into a nearby grassy field.
