Missouri voters will decide on the next senator, state auditor, state representatives, county officials and more.

Here is how candidates responded to The Star’s survey based on questions from our readers.

Missouri voters will have the chance to cast a ballot on Nov. 8, or earlier — anyone can vote in-person absentee for this election starting on Oct. 25. Voters will decide on five ballot questions and numerous races from the federal down to the county level of government. Kansas City voters will decide on two city questions too.

Any candidates that do not have answers below their names did not respond to the survey. Our team at The Star contacted campaigns multiple times via both email and phone calls over the past month.

Some survey responses were very lightly edited for grammar, but the substance of the responses were not edited at all and are the candidates’ own words. The Star did not fact-check all of the candidates’ responses.

What should Missouri do about the teacher shortage? And what kinds of laws should the legislature prioritize that would affect Missouri schools?

Start with pay! Missouri ranks 50th in teachers’ pay. We need legislation that will increase pay on an annual basis that will also include performance pay. I would propose 30% pay increase for our teachers over a 10-year period to ensure we stay competitive. I also believe we have a responsibility to our urban and rural schools to make certain they have the necessary funds to educate our children. All children deserve a good education despite ZIP code.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Republicans use women’s health care to ignite their extremist base — going so far as to make it illegal to seek an abortion in cases of rape and incest. Republicans trade women’s health for votes, plain and simple. Women should be able to make decisions regarding their own bodies without government interference. Missouri legislation must support health centers for birth control, STI testing and treatment, cancer screenings and other preventive services.

Do you think Missourians should legalize recreational marijuana by voting yes for the amendment on the ballot? Do you have any concerns with the wording of the amendment?

Missourians should approve the amendment to regulate and tax marijuana in our state, as well as release nonviolent marijuana-related offenders from prison. The wording is surely not perfect, but progress doesn’t end at decriminalization, as with any regulation, updates are necessary.

Do you believe that the 2020 presidential election was fairly decided and that Joe Biden is the legitimate president, and do you condemn the Jan. 6 insurrection?

Contrary to right-wing conspiracy theories, a mountain of evidence — including results verification by Republican governors — confirms that Joe Biden is our properly elected president. The 2020 election was not rigged, it was won by Mr. Biden. The Jan. 6 assault on our nation’s Capitol will forever be a blemish on our combined history. Those who exceeded their First Amendment rights should be duly punished for their actions that day. More so, it should have been shocking wake-up call to elected officials who seemly do not represent the people who chose them. It is my sincere hope this trend reverses.

Do you have a position on a specific issue that crosses partisan lines, or that you think is often misunderstood? What is it, and what do you wish voters better understood about your stance?

While running on the Democratic ballot, I am not beholden to the Jefferson City politicos. My positions on the issues are not framed by talking heads in California and New York. It is my position that my role as state senator is to take the voice of the people from eastern Jackson County to the Senate floor.

Many factors contribute to our teacher shortage, and each school district has its own unique set depending on their size, location and economics. Raising teacher salaries is a great start, and creating a reliable funding stream for districts that don’t have the capacity to sustain increases over time is something the state should do. Other remedies could be tuition assistance, additional support staff funding and team teaching opportunity. We should encourage districts to engage teachers in developing policies that ensure our schools have a safe and nurturing school climate and culture.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Missouri should not legislate a person’s access to abortion and other reproductive health care. I will continue to support legislation that promotes access to medically appropriate (determined by health care professionals) procedures and access to accurate information.

Do you think Missourians should legalize recreational marijuana by voting yes for the amendment on the ballot? Do you have any concerns with the wording of the amendment?

I have not decided my position as I am still researching its impact. I encourage all voters to do the same. Amendments to our constitution should receive thorough vetting, and I expect there will be more information available over the next several weeks prior to Election Day.

Do you believe that the 2020 presidential election was fairly decided and that Joe Biden is the legitimate president, and do you condemn the Jan. 6 insurrection?

I believe that the 2020 presidential election was fairly decided. President Biden is our legitimate president. The Jan. 6 insurrection was criminal. Our very democracy depends on a peaceful transition of power. Storming the Capitol and killing and threatening security personnel should be prosecuted.

Do you have a position on a specific issue that crosses partisan lines, or that you think is often misunderstood? What is it, and what do you wish voters better understood about your stance?

I am proud of the bipartisan work I have done to increase funding for mental health in schools, protect children’s right to counsel, and will continue to work with my colleagues in a bipartisan way to increase access for quality and affordable day care and early childhood education. The current status of the shortage of day care options is a primary barrier for our workforce. It will require investment and creative strategies from all stakeholders.

What should Missouri do about the teacher shortage? And what kinds of laws should the legislature prioritize that would affect Missouri schools?

Schools are underfunded and going to four-day work weeks. We are 50th in the nation in starting teacher pay. Republicans would rather sue school districts for requiring masks than fund education. The foundation formula, the method by which we use to fund education, is based on numbers that are two decades old. 70% of the House and Senate are elected Republicans, and they’ve been in charge for 20 years in Missouri. If you want legislation that prioritizes education, then elect more Democrats. Fully funding education on metrics that are not two decades old would be a start.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Out of the 137 elected Republicans in Jefferson City, only one voted against HB 126. Every elected Republican woman voted for it. This was the trigger law that now prevents abortion in this state. All but one of the 137 Republicans voted for this bill without exceptions for rape and incest. There is a 70/30, split in the Missouri legislature with a Republican supermajority that has been in place for 20 years. If you believe women should be allowed to have an abortion if they are raped, then you should vote for Democrats.

Do you think Missourians should legalize recreational marijuana by voting yes for the amendment on the ballot? Do you have any concerns with the wording of the amendment?

There are some clear problems with the recreational marijuana bill; however, with the Republicans having a supermajority in both chambers, the only way for this to ever become law is through an initiative petition. If the petition passes, then it will be law and the legislature will no longer be able to stick their proverbial heads in the sand. We will then be able to modify it if necessary. If it fails, the legislature will most-assuredly say the people have spoken, they don’t want it, and we have no reason to address it.

Do you believe that the 2020 presidential election was fairly decided and that Joe Biden is the legitimate president, and do you condemn the Jan. 6 insurrection?

My grandfather served in the U.S. Navy in WWII. My dad served after that. I presently serve. There are few things that anger me more than a collective group of people marching on my nation’s Capitol, taking down the same flag that I have pledged allegiance to; the same flag that my father, grandfather, and I have served under, and replacing it with any politician’s flag. I don’t care what political party they represent. I don’t care what politician they support. It is wrong and every red-blooded American should condone it.

Do you have a position on a specific issue that crosses partisan lines, or that you think is often misunderstood? What is it, and what do you wish voters better understood about your stance?

Truth be told, I am a moderate, but I can unequivocally say that supermajorities cause problems for everyday Missourians. The extreme positions on everything I have discussed thus far are what we are dealing with because out of the 163 house seats only 10% are truly competitive, which means the majority of Democrats and Republicans only have to worry about winning a primary. It is bad for everyday Missourians, and I think we should have more competitive districts. Clean Missouri would have fixed that “Cleaner Missouri” did away with making our districts competitive.

Our teachers do so much for their students. I’ve been door knocking in different areas of Missouri this year, and I’ve come across a lot of teachers and former teachers. What I hear the most on the reasons why they left or they are thinking about leaving, is pay. We don’t pay our teachers enough. We did raise the state salary for teacher pay but it still isn’t enough, it does not compete with other states.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Goverment should not be involved when it comes to a person’s decision on their reproductive health care. I’m proud to have and to continue sponsoring legislation that promotes pro-reproductive health care. I will continue to stand up for our rights.

Do you think Missourians should legalize recreational marijuana by voting yes for the amendment on the ballot? Do you have any concerns with the wording of the amendment?

I wish that the House passed the legislation that modified and established provisions relating to marijuana. We were not able to. For the amendment I will be voting yes. I do recognize some issues with the wording on this amendment but will work across the aisle to make sure we correct those areas.

I do believe the 2020 election was fairly decided, and I do condemn the Jan. 6 insurrection.

Do you have a position on a specific issue that crosses partisan lines, or that you think is often misunderstood? What is it, and what do you wish voters better understood about your stance?

Commonsense gun laws are often misunderstood. Republicans often use the messaging, Democrats will take your guns away from you. This is false, we want to keep our schools safe, our public transportation safe, our communities safe. In 2016 a loophole was created when Missouri expanded conceal and carry, doing away with permits. This had an effect on domestic violence offenders. The legislation did away with carry permit process which was how we prevented anyone convicted of domestic violence from legally owning or buying firearms. Legislation has been filed to correct this, but it has not gone anywhere. We can protect 2nd Amendment rights and also create a safe environment for our community.

Missouri is ranked last in teacher pay, so I believe we must start with increasing teacher pay. We must value our teachers, protect their pension, and provide them with tools to be successful. The current foundation formula is nowhere near fully funding our schools. I am pleased that this year we fully funded school transportation which was the first time since 1991. We must continue to invest in education. An investment in education is an investment in our future.

As a nurse and a woman, I believe health care decisions are personal, private decisions and should be left up to the individual and their health care provider, not politicians. We need access to safe, legal abortions in this state. No one should be forced to be pregnant against their will. No victim of rape or incest or child should be forced by the state to give birth. Outlawing abortion doesn’t stop abortion. It stops safe and legal abortions, which Roe protected. Yes, I support amending Missouri’s abortion ban.

While I have concerns with the wording of the amendment, I believe this is the best chance at legalizing recreational marijuana due to the in-action of the legislature.

Yes, I believe that the 2020 presidential election was fairly decided and I condemn the Jan. 6 insurrection.

I think commonsense gun laws are often misunderstood. Currently, Missouri gun laws are some of the weakest in the country. Missouri has no law requiring background checks on unlicensed gun sales. State law also allows people to carry hidden, loaded handguns in public without a permit or safety training. Missouri has no laws prohibiting domestic abusers from possessing guns. The gun violence in our state is a public health crisis. While I support the Second Amendment, we need to address this crisis. I have sponsored several common sense gun bills and will continue to do so.

Alternative certification should be offered to persons holding a bachelor’s degree or with comparable work experience. This program should include professional development work for the prospective teachers. I became a public school teacher through this type of program in KCPS and remained for 24 years.

I believe health care is a private decision between patients and physicians. I believe rape victims should be allowed access to contraceptive pills through a physician.

The amendment on the ballot still contains criminal provisions. I have concerns as there is no language in the amendment for expungement of simple possession cases. I believe the amendment will pass because many Missourians want legal recreational marijuana.

Our elections system is fair and protected. The actions on Jan. 6, 2021 in our nation’s Capitol was deplorable, and those persons involved should be prosecuted to the fullest extent of the law.

I would like to see improvement in rural health care access. This includes loosening regulations on advanced practice registered nurses. Medicaid expansion will help Missourians in those communities to maintain their hospitals. Healthcare should be a right to all persons and not a privilege.

Along with a raise, some type of program that will help them with their student loan debt.

This is about health care, and decisions about health care should be between their doctor and the patient.

I do have some concern about the language, however my district voted overwhelming for the medical marijuana and I think they will do the same for this recreational marijuana.

I’ve tried to pass a bill to protect our sports officials for the past five years. Sports official are suffering from violence in the workplace.

Support School choice and education options for parent’s and children so they don’t have to have their education and social skills inhibited by masks and computer only lock downs pushed for over two years.

Support our state laws that protect the unborn from radical leftists.

What should Missouri do about the teacher shortage? And what kinds of laws should the legislature prioritize that would affect Missouri schools?

Missouri teacher pay is among the lowest in the nation. To attract the best talent, the legislature should prioritize funding public schools well and paying teachers commensurate with the heavy responsibility they carry in partnering with parents in preparing children for their future. Other priorities should include creating more real-world experiences during the school day, promoting trade schools equally with four-year colleges, and protecting intellectual freedom.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

I believe the government should stay out of family planning decisions. Instead, those decisions should be left up to women and their families in consultation with medical professionals. Now in Missouri, there are no exceptions for victims of rape or incest, and there is no oversight to ensure that abortions, which will still continue, are performed safely. I believe this is dangerous and will cost lives in Missouri. After knocking on thousands of doors, I believe my district would be best represented by working to enact policies which ensure abortions are performed safely by doctors.

I support legalizing marijuana recreationally for people 21 years and older. I am not happy with the way the amendment is written and believe there are ways to make real changes with prior convictions and ensuring fairness in distribution. However, I think this may be the only way recreational marijuana becomes legal in Missouri due to inaction from the legislature.

Yes, I do.

Do you have a position on a specific issue that crosses partisan lines, or that you think is often misunderstood? What is it, and what do you wish voters better understood about your stance?

I disagree with the phrase, “Defund the police.” I think we should pay our police and all first responders well for the hard jobs of public service which they perform. They should be invested in through comprehensive trainings, including conflict deescalation training and coping with secondary trauma to help make their jobs easier. My first sponsored legislation would be to utilize my professional experience as a social worker and mental health provider to enshrine post-traumatic stress disorder (PTSD) as a presumptive condition for first responders, including police officers and firefighters.

The teacher shortage we are facing must be addressed, and it needs to be addressed soon before our students begin to face adverse outcomes and lost learning opportunities. To solve this problem we need to start by prioritizing more pay for teachers and investment in our schools over tax cuts for billion-dollar out-of-state corporations. The other critical area we need to address is teacher working conditions, which must be handled legislatively so that all teachers have a safe, supportive place to help our students learn and grow.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Decisions regarding reproductive care are incredibly private and are some of the most difficult decisions a person can face. The only way a decision about a woman’s reproductive care should be made is by her. The current laws in Missouri are dangerous, extreme and should have no place in our state.

There are some serious shortcomings in the current ballot initiative, but in general I support the legalization of recreational marijuana and the expungement of marijuana possession charges from state records. It’s well past time we recognized the many ways marijuana can be beneficial to those suffering from chronic pain and disease, and that it is safe to use recreationally by consenting adults.

The 2020 presidential election was the safest and most secure election we have had and of course Joe Biden is the legitimate president of the United States. I am, above all else, a person who uses reason and keeps an open mind. On any issue facing Missourians, I will always start first by thinking about what will provide the best outcome for my constituents and my fellow Missourians. I will also use science, evidence and reason when making my decisions, and will not allow myself to be driven purely by rhetoric. Because I will always be a thoughtful decision-maker on any issue that comes before me, the best answer may not always be the party line.

The first thing that we can do is pay our teachers more. They have a demanding job, and we should be ashamed that we are almost at the bottom for teacher salary. We need to invest in our schools and in high-speed internet, especially in neglected rural and low-income areas. We need to work with our schools to create a safe environment for children to learn, grow and explore our world.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

Missouri should not legislate a woman’s access to abortion and reproductive health services. A person’s freedom to make their own informed medical choices should be between them and their medical provider.

I believe that Missouri should legalize recreational marijuana. However with this particular bill, 9/10 of the bill is dedicated to the business of recreational marijuana in a giveaway to corporations that have already profited greatly from the medicinal marijuana industry. It does not go far enough to help the people whose lives have been ruined for minor drug offenses.

Do you believe that the 2020 presidential election was fairly decided and that Joe Biden is the legitimate president, and do you condemn the Jan. 6 insurrection?

I believe that the presidential election was fairly decided. Joe Biden is the legitimate president. I believe that President Trump was entitled to have his concerns about recounts addressed, and they were, multiple times. I condemn the actions of Jan. 6 as well as any other form of political violence. I believe in the American system of government and our tradition of peaceful transition of power.

Maybe not a specific issue, but I am willing to discuss a good idea that improves the lives of citizens, no matter the source or the party. I don’t believe that compromise is the dirty word that some make it out to be. There are some things that you can compromise on, and some where you have to make your stand. The trick is to have the wisdom to know which is which and the fortitude to do the right thing.

We need to fully fund public education in the state and increase teacher salaries in Missouri. With starting salaries ranked 50th in the nation, it’s a career that too few college students are considering, and with average salaries ranked 47th, too many experienced teachers are exiting for other opportunities. The legislature also needs to work with higher education institutions in the state to provide incentives for aspiring educators to help encourage more teachers to enter the field.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

I do not believe that the government should be involved in women’s private health care decisions. That should be between a patient and their doctor. The current trigger law in Missouri is a prime example of rubber stamping an agenda without representing your constituents.

I support legalizing recreational marijuana for adults over 21 years of age. The amendment on the ballot is not perfect, but given the legislature’s inability to pass a bill themselves, I support the amendment in order to increase revenue for the state and to expunge the records of nonviolent convictions.

Yes, the 2020 presidential election was fairly decided and Joe Biden was legitimately elected, as scores of court cases have affirmed and reaffirmed. The Jan. 6 insurrection was one of the saddest days in our nation’s history, and all of those who planned and participated in it must be held accountable.

I am opposed to the income tax cut that will permanently drain $760 million dollars out of the state budget. With state agencies already underfunded, this will make it harder to provide basic services. I don’t believe the public realizes that most of the benefit will go to the wealthy who will receive thousands of dollars back every year, while the average Missourian will receive only $66 back. If the GOP legislature really wanted to reduce taxes for everyone, they would have cut sales taxes or increased property tax credits for seniors in order to help Missourians on fixed incomes.

Missouri still ranks at the very bottom for teacher pay nationally. We should be prioritizing a very competitive salary for incoming teachers, as well as a career ladder with rewards for tenure and advanced degrees and certifications. The legislature must stop threatening the retirement programs of our tenured and retired teachers. We must continue to fully fund (and increase) our foundation formula as well as transport funding. I also support increasing funding for STEM programs, as well as public/private partnerships to increase students’ access to trade programs and internships.

How should Missouri legislate a person’s access to abortion and other reproductive health care? Would you take any steps to amend Missouri’s abortion ban or pass new state laws around abortion or reproductive health care?

The legislature should not dictate any Missourians access to any form of medical care. I support a complete repeal of HB126 — the total abortion ban without exceptions for rape or incest. This barbaric law is ambiguously interpreted due to legal implications for hospitals and medical professionals, making it extremely difficult for doctors to prescribe medications and to treat patients for pregnancy complications — placing the lives of Missourians at risk. Extremists in the legislature have already attempted to ban birth control — a stance that jeopardizes the freedom and rights of all Missourians. I strongly support Missourians’ rights to access the medical care that is right for them.

Do you think Missourians should legalize recreational marijuana by voting yes for the amendment on the ballot? Do you have any concerns with the wording of the amendment?

I do not believe that the amendment is perfect, but I do support the decriminalization and legalization of recreational marijuana for those over 21. Furthermore, I support the expungement of nonviolent marijuana offenses. Ideally, the legislature would pass comprehensive marijuana legislation, but due to the dysfunction of the Republican supermajority, very few quality pieces of legislation get passed for the people of Missouri. I am hopeful that with a great deal of bipartisan cooperation that certain parts of the ballot measure can be addressed.

Yes, I believe that Joe Biden was legitimately elected president. Unfounded and disproven allegations of voter fraud were used to hurt Americans’ trust in our elections. I strongly condemn the Jan. 6 insurrection, as well as the attempts to overturn the vote of the people, and to suppress voting in future elections. Free and fair elections, as well as the peaceful transfer of power are bedrocks of our democracy, and we must protect them in order to remain a united nation.

I regularly work across the aisle to strengthen and reform our child welfare system. I strongly believe that child safety and foster care should not be partisan issues, and I proudly ally with any of my colleagues who want to bolster our child welfare system with sound evidence-based policies. It has been my honor to pass several pieces of legislation to protect all of the children of Missouri, and I will continue those efforts if reelected.

The top priority should be to at long last adequately fund K-12 public education and take Missouri out of the bottom ten in support of public education and providing adequate teacher salaries. I also support data-backed, competency-based policy measures such as advancing, career certifications, dual enrollment, apprenticeships and other “real-world learning” opportunities to better prepare Missouri’s high school students for life after graduation.

I would make sure to take the steps necessary to protect a person’s access to abortion and other reproductive health care. Legislation should not be used to hinder a person’s right to decide for their own bodies.

Yes, Missouri should legalize recreational marijuana and by not doing so our state misses out on its economic benefits.

The need to improve the Missouri Foundation Formula so that public schools who take more students on free and reduced lunch and English language learners receive their fair share. In addition, making sure the firefighters/ambulance workers in our state receive adequate support from exposure to smoke and other inhaled chemicals that lead to disease.

We need to support our local school districts as much as we can to ensure they have the funding necessary to hire and retain quality teachers. Low teacher pay has been a major issue in this state for far too long, and the General Assembly needs to make this a priority. The pay increase we did last session would need to be repeated each year through appropriations, which is no guarantee.

Missouri’s abortion law must be overturned. I support any legislation that does this.

The language is far from perfect, and it’s certainly not what I would have suggested. However, the overall result of this amendment passing will do far more good than bad, and I encourage everyone to vote in favor of Amendment 3.

The 2020 election was absolutely decided fairly. I recently had a chance to visit our nation’s Capitol, and I can’t imagine why any real American would want to destroy such a beautiful structure. Members of law enforcement were killed that day doing their jobs. It’s by far one of the worst days in American history.

Most legislation that I’ve filed in my time in the House has all been bipartisan. Working in the super minority makes it extremely challenging, but I’ve had committee hearings on most of my legislation because I value the importance of relationships. Blair’s law to make it a state offense for indiscriminate/celebratory shootings in city limits is the only commonsense gun measure that’s been entertained in a Republican supermajority, and it looks like next session will be the year it passes since it has finally been heard and accepted in both the House and Senate.
