Prosecutors charged a Kansas City man in a fatal shooting during a domestic disturbance at a home in the Independence Plaza neighborhood of Kansas City on Thursday.

Jackson County prosecutors charged William O’Neal with one count of second-degree murder and one count of armed criminal action in Jackson County Circuit Court on Friday.

A Jackson County judge set O’Neal’s cash only bond at $300,000, prosecutors said.

Police identified the victim in the shooting as Antwala Kelly, 45.

Kansas City Police officers were called around 6:15 p.m. Thursday to a domestic violence disturbance in the 2800 block of East Sixth Street and were told that a man was assaulting a woman inside a home, police said.

As police arrived, they found a man speaking with three people and saw him shut his front door and heard him latch a deadbolt. One of the people at the scene told officers that the man inside was beating his sister and that she needed help, and police could hear a person in distress inside.

As officers attempted to enter the residence, they could hear multiple gunshots and a scream from inside. A youth opened the front door and exited the house.

Inside, police found the victim with a gunshot wound, and O’Neal surrendered. The woman was taken to a hospital, where she was declared dead, police said.

Investigators recovered shell casings and two handguns from the residence, according to court documents.

Witnesses told police that the victim had called and reported that O’Neal had assaulted her, the witnesses told police. They drove to the residence, and the victim attempted to run out, but O’Neal pulled her back in, one of them said.

One witness, who was in the house during the shooting, said O’Neal had been working at the World Cup Fan Festival but returned home early because of the inclement weather on Thursday and began to argue with the victim. The witness heard the argument and saw O’Neal punch the woman in the face, according to court documents. The witness attempted to leave but said O’Neal would not let her go.

When police arrived, O’Neal asked who had summoned them, and as the witness ran for the door, they heard gunshots.
