A Kansas City man pleaded guilty to second-degree murder Wednesday after he ran over a man in an apartment parking lot in 2025.

Anthony Milligan, 56, pleaded guilty to second-degree murder in Jackson County court Wednesday, according to a plea agreement document. He was sentenced to 12 years in the Missouri Department of Corrections for his role in the death of 50-year-old Terry Lindsey on April 17, 2025.

Officers with the Kansas City Police Department responded to the 3700 block of East 51st Street around 6 p.m. on reports of a hit-and-run, according to a probable cause statement in support of Milligan’s arrest.

Milligan called 911 to report the incident, the statement said, and told operators he had run over Lindsey because the man had robbed him the day before.

Shortly before running over Lindsey, Milligan said Lindsey approached his vehicle and pulled on the door’s handles, the statement said.

Milligan said he “attempted to reverse his vehicle and accidentally ran over” Lindsey, according to the court document. He told dispatchers he was parked “around the corner from the dispatched location.”

At the scene, investigators found Lindsey in the middle of 51st Street, between Swope Parkway and Cleveland Avenue, according to the court document. Lindsey was transported to an area hospital, where he was declared dead.

Detectives received a second call from Milligan at 7:15 p.m., where he identified himself by name.

In an interview with police, Milligan said he had known Lyndsey “for years, but had just recently reconnected with him,” the statement said. Days prior to the incident, Milligan said he told Lindsey to “leave him alone and stop contacting him.”

Surveillance footage of the scene showed Lindsey walk toward Milligan’s vehicle, the statement said. When Lindsey reached the car, Milligan drove toward him. Lindsey backed away onto a median and Milligan followed him.

Lindsey dodged the vehicle and ran across the parking lot from Milligan, who followed him and ran over Lyndsey at a high speed.

Milligan is being held in the Jackson County Jail, according to the jail’s inmate listing.
