Unfit for man or beast, frigid weather taxes resources of Kansas City Animal Shelter

About 90 animals have been brought in to the Kansas City Animal Shelter as the coldest temperatures in more than a decade settle over the Midwest. Animal control officers will impound pets found outside in freezing conditions and issue citations, but city officials prefer owners take steps to protect their pets in the extreme weather.
