Construction to begin this year on 194 affordable apartments in Kansas City

The developer behind nearly 200 new apartments off Troost Avenue in Kansas City says construction could begin by the end of the year.

Milhaus, an Indianapolis-based developer that’s worked on several projects locally, announced last week that its planned 194-unit project is moving forward with support from the city and the state.

The new apartments will be in two four-story buildings on both south corners of the Linwood Boulevard and Troost Avenue intersection, which are vacant.

All units will be reserved for those making up to 60% of the area’s median income, which in the Kansas City area is $54,480 for a household of two, according to federal data.

The release said the project has received tax credits for low-income housing through the Missouri Housing Development Commission alongside $1.5 million from the city’s Housing Trust Fund and tax breaks through the Planned Industrial Expansion Authority.

Devon Coffey, director of development for Milhaus, said in a statement that the tax credit approval brings the vision for quality affordable housing along Troost within reach.

“The enthusiasm from neighborhood groups and city council members has been tremendous, and we believe Linwood & Troost Apartments will address a genuine need for affordable workforce housing while serving as a catalyst for additional growth along one of Kansas City’s most historically significant corridors,” Coffey said.

The project is along the Troost MAX bus line and will have wide sidewalks and loading areas. The news release also notes the future possibility of an east-west streetcar line through the area.

Construction could begin by the end of the year and finish in 2028.

Other Milhaus projects in Kansas City include The Citizen at 39th Street and State Line Road; Via in the Crossroads; and Urbane in south Kansas City.

The Troost project is Milhaus’ first in Kansas City to make use of low-income housing tax credits.
