KCK suspect arrested on domestic violence warrant days before double homicide

Eight days before Josue Avila-Carcamo is accused of killing his ex-girlfriend in last weekend’s double homicide in Kansas City, Kansas, police arrested him on an outstanding domestic violence warrant.

Karl Oakman, police chief of the Kansas City Kansas Police Department, said that warrant stemmed from a 2024 incident involving the victim killed Saturday in the double homicide — his city’s first homicide of 2026. Earlier this week, police identified the victim, Avila-Carcamo’s ex-girlfriend, as Ingris Carolina Damas Morales, 20.

Though the shooting is still under investigation, Oakman said preliminary information shows that on that day, Avila-Carcamo, 43, “forces his way into the house and shoots and kills her.”

Then, Oakman said, a friend staying at the house “shoots and kills” Avila-Carcamo.

“We believe they were fighting over the gun,” the police chief said. “There was a struggle between the friend and the ex-boyfriend and the friend shot and killed the ex-boyfriend.”

It isn’t clear when Avila-Carcamo was released from custody after being picked up on the warrant eight days before the double homicide.

On Saturday at about 11:45 a.m., officers responded to a report of a shooting at the home in the 1000 block of Orville Avenue. Morales and Avila-Carcamo were pronounced dead on the scene and the third person, who had also been shot, was treated and released from a local hospital, a police news release said.

Morales’ 8-month-old child was inside the home at the time of the shooting and was not injured, Oakman said. Police believe Avila-Carcamo was the father of the child, he said. It’s not clear where in the home the child was during the shooting.

KCK police came into contact with Morales in July 2024 during a domestic violence call involving Avila-Carcamo, the chief said. The police department’s victims’ services unit worked with Morales.

“We actually made sure that she went and got an order of protection and all the other stuff,” Oakman said. “So we gave her all the resources at the time.”

While Morales received a temporary order of protection at that time, she did not show up for court to extend it, Oakman said.

“She didn’t follow up on the court date, and it got dismissed in 2024,” Oakman said.

At the time of Morales’ death, she was on an ICE detainer, Oakman said. The friend inside the home at the time, who police say shot and killed Avila-Carcamo, was also not a documented resident of the United States, the police chief said.

This double homicide remains under investigation by the KCKPD Major Case Unit. Anyone with information on this case is urged to call the Crime Stoppers TIPS hotline at 816-474-TIPS (8477). All tips remain anonymous and may qualify for a cash reward. All suspects are presumed innocent until proven guilty in a court of law.
