Did tax dollars pay for Chappell Roan KC Streetcar wrap? Here are the facts

A lot of perks come with being a global pop superstar like Chappell Roan.

But receiving a “free ride” on the KC Streetcar isn’t one of them.

OK, yes, so technically, if Roan — a 27-year-old, Grammy Award-winning pop artist from Missouri whose songs such as “Good Luck, Babe!,” “Pink Pony Club,” and “Hot to Go!” have logged nearly 7 billion streams on Spotify — were to hop on the the KC Streetcar, it would cost her nothing.

Chappell Roan in Kansas City

But this week, in advance of her two days of concerts — expected to draw 30,000 fans per night on Friday and Saturday to the lawn of the National WWI Museum and Memorial — one the KC streetcars was draped in a special “Pink Pony Club” wrap in pastel shades of pink and blue with glittering gold trim.

Despite questions on this point (Haters gonna hate. Oops, different superstar!) wrapping a streetcar is not free at all. The cost for a full wrap: $13,000 to $15,000.

Taxpayer dollars are not being used for the wraps.

“Chappel Roan paid for the wrap,” said Donna Mandelbaum, spokesperson for the KC Streetcar Authority, which is not a city agency.

KC Streetcar

The KC Streetcar Authority relies on city taxes, as well as federal funding, but it is a separate, nonprofit agency that coordinates with the city and the Kansas City Area Transportation Authority to manage and operate the streetcar. The streetcar wraps and sponsorships at streetcar shelters raise revenue that go to support streetcar operations.

If you’ve seen a wrap touting an organization, that organization has paid: KC Current, Sporting KC, Boulevardia, the poppies representing the National World War I Museum and Memorial.

Remember Taylor Swift’s wrap during her Eras tour?

Ha. That was a trick!

“We’ve never done a T Swift wrap, but it would be cool,” Mandelbaum said.

KC Streetcar Authority revenue

The KC Streetcar authority tracks its sponsorship revenue. In 2025, as of July 31, it had brought in $398,025 in sponsorships. Sponsoring a streetcar stop shelter ranges in cost from $2,500 to $5,000 per month.

Wrap prices vary: $3,000 to $5,000 for a quarter-wrapped streetcar to $13,000 to $15,000 for a fully wrapped streetcar. The production cost goes to the printers and not to the KC Streetcar Authority, Mandelbaum said.

The length of time a wrap is on a streetcar also varies: $6,500 to $7,500 per month for nonprofit organizations and $8,000 to $10,000 per month for for-profit organizations.

On Friday, Oct. 24, the streetcar line, which currently runs 2.2 miles from the River Market to Union Station, is set to open its 3.5-mile extension south from Union Station to the University of Missouri-Kansas City.

Chappell Roan’s concert on Friday is scheduled to begin, with an opening act, at 6:30 p.m.. Organizers said attendees will not be allowed to line up before 2 p.m. Gates open at 4 p.m..
