Kansas City issues citation in dog abuse case

Kansas City officials on Friday issued a citation alleging animal abuse in the case that resulted in a dog needing to have its eyes removed surgically.

The name of the person cited was not immediately available. The citation carries a penalty of a fine up to $1,000 and up to 180 days in jail.

A city spokesman said Friday that the case also is being referred to the Jackson County prosecutor’s office. If a state charge is filed, it would supersede the municipal citation.

KC Pet Project, which manages the city’s animal shelter, said Friday the dog, Roadrunner, is doing well at a foster home “and is on his way to healing from his injuries.”

The Tibetan spaniel was rescued Sunday by Kansas City Animal Control after a witness reported the dog’s owner had beaten him, strangled him and thrown him from the third-story of an apartment building in the 1200 block of Independence Avenue.

The dog’s eyes were protruding from his head and had to be removed. KC Pet Project said it was one of the worst cases of animal abuse it had encountered. The shelter is accepting donations for the care of the dog at www.kcpetproject.org/donate.
