Analyst: Kansas leaders distorted research about tax revenue shortfalls

With state tax revenues $310 million below estimates with one month left in the fiscal year, economists and lawmakers say Kansas may be unable to avoid future budget cuts. But Gov. Sam Brownback and other state officials say deficits should not continue into next fiscal year — if they are caused by federal tax changes and not state cuts.
