More public financing helps YMCA/Truman Medical Center project

Plans to build a new Truman Medical Center clinic adjacent to an improved YMCA and indoor pool at Linwood Boulevard and Cleveland Avenue will proceed, based on another infusion of public funds.

The Kansas City Land Clearance for Redevelopment Authority agreed Wednesday to assist with land acquisition and development of a $1.4 million parking lot to support the project.

The YMCA is continuing to raise funds for a $10.4 million renovation and expansion of its facility. It already has a commitment for $2.9 million in New Markets Tax Credits.

Truman Medical Center was prepared to build the $3.3 million clinic, provided redevelopment authority commissioners approved an ownership/leaseback arrangement for the 50-space parking lot and agreed to help with condemnation, if necessary, of four remaining houses on the parking lot site.

Commissioners agreed to take ownership of the parking lot and lease it to the YMCA, which is the overall project developer and will be responsible for maintenance and insurance.

The project already was approved for $1.24 million in Public Improvements Advisory Committee funds for the parking lot, which must be open to the public to qualify for public support.

The city also has allocated $600,000 in Community Development Block Grant funds for the project.

The YMCA component is expected to open in February 2017. The clinic is expected to open in August 2017.
