Tennessee has lost two tackles to injuries since the offseason program started, and Kelly gives them depth at that position behind left tackle Taylor Lewan and rookie right tackle Jack Conklin.
The Titans drafted Green-Beckham last year, and he caught 32 passes for 549 yards with four touchdowns. But Green-Beckham, the former Missouri receiver who was dismissed from the team in 2014, has struggled with consistency under a new general manager, Jon Robinson, and coach Mike Mularkey.
Robinson signed Rishard Matthews as a free agent, drafted Tajae Sharpe in the fifth round and signed Andre Johnson at the start of camp.
Kelly has started 15 of 30 games as a fifth-round pick in 2012.
