It seemed like a nanosecond after Congress pulled the plug on the NSA’s bulk collection of telephone data, the nation was learning about a massive heist of information on perhaps 4 million federal employees.

Did the Chinese worm their way into a government network and compromise the nation’s and employees’ security? And has the NSA stepped up surveillance in other ways that might intrude on Americans’ privacy?
