Grain Valley revokes speedway’s special use permit
After four and a half hours of testimony in a quasi-judicial proceeding, the Grain Valley Board of Aldermen voted unanimously early Friday to revoke a special use permit for the Valley Speedway.
The 11-year-old special use permit allows the dirt track to operate.
The revocation takes effect on Oct. 1. The board directed city staff to start negotiations with track owner Dennis Shrout and adjacent property owners for a new permit.
City Attorney James Cook urged the board to revoke the permit, citing Shrout's failure to comply with several conditions of the permit. The main issue was the number of noise complaints from neighbors.
More than 100 people, most who seemed to be track supporters, packed City Hall for the hearing.
