Brownback claims 'record level' of tax receipts in interview

discussed the impact of his tax cut program in Kansas with Fox News.

In the interview, at about the 9:22 mark, Brownback claims the state had a “record level” of tax receipts “last year.”

It isn’t clear what Brownback actually meant with that statement.

Kansas general fund revenues in fiscal year 2012 (July 1, 2011 to June 30, 2012) were $6.412 billion. In fiscal year 2013 (July 1, 2012 to June 30, 2013) they were $6.341 billion, about $71 million less.

Revenues for FY 2013 were down in part because the governor’s tax cuts went into effect Jan. 1, 2013, six months into the fiscal year.

In FY 2014, now underway, total general fund revenues are projected to be between $5.7 billion and $5.9 billion, about $500 million lower than FY 2012.

Perhaps Brownback was referring to

calendar

year 2013. Figures on a calendar year basis aren’t readily available, but calendar year 2013 general fund revenue would almost certainly be lower than calendar year 2012 because of the tax cuts.

Brownback may have been referring to other state revenue. Again, those figures are not readily available.

We’ve got a request in to the governor’s office for clarification.
