A Kansas City man with a self-described foot fetish faces sexual abuse charges stemming from incidents with two women.

In both cases the women said Stephan C. Richardson told them he was working on a video project when he used their feet for sexual purposes, according to the charges filed this week in Jackson County Circuit Court.

Richardson, 23, is charged with two misdemeanor counts of second-degree sexual abuse.

One incident reportedly occurred in the laundry room of an apartment building where Richardson lives.

A woman told police that he had her lie on her stomach while he posed her feet in different positions. He allegedly masturbated before the woman realized what was going on, according to court documents.

The other incident occurred in the library at the University of Missouri-Kansas City. Richardson worked in a campus dining hall, according to the court documents.

The woman in that incident told police she had known Richardson since high school and agreed to meet him at the library to help with his video project.

He also had her lie on her stomach before he began rubbing his genitals on her feet. When she asked what he was doing, Richardson allegedly said: “I’m sorry. I have a foot fetish.”

He then told her he would pay her $100 to have sex with her feet, according to the allegations. The woman told him no and left.

She later filed a complaint with UMKC. Richardson was fired from his dining hall job and was told to stay away from the campus.

Kansas City police arrested Richardson this week at the Legoland Discovery Center where he was working.
