Man charged with first-degree murder in shooting death of woman in KCK parking lot

Wyandotte County prosecutors on Tuesday charged a Bonner Springs man in the Sunday afternoon shooting death of a woman in Kansas City, Kan.

George D. Lingenfelser, 28, was charged with first-degree murder in the killing of 29-year-old Janet L. Billings of Bonner Springs.

Billings was killed in the parking lot of a Lowe’s store in the 6900 block of State Avenue.

Lingenfelser turned himself in to police later Sunday. He is being held in the Wyandotte County Jail. His bond is set at $750,000.

He and Billings knew each other, but her family members said Tuesday they did not want to comment on the nature of the relationship.

Billings was the youngest of three children and had a positive, upbeat attitude and an “out-of-this-world laugh,” said her sister, Denise Risley.

Risley said her sister had a beautiful singing voice and could light up any room.

“If you were having a bad day, within the first five minutes of her walking in you were laughing,” Risley said.

A visitation for Billings is scheduled from 5 to 7 p.m. Thursday at Maple Hill Funeral Home in Kansas City, Kan. A funeral service will immediately follow the visitation.
