Excelsior Springs woman sentenced to 16 years for child sex abuse charges

A Platte County judge sentenced a 48-year-old Excelsior Springs woman to 16 years in prison for child sexual abuse crimes, according to the Platte County Prosecutor’s Office.

Rachelle Y. Frogge pleaded last week in Platte County Circuit Court to two counts of enticement of a child, one count of sexual exploitation of a minor, and five counts of promoting child sex abuse images.

After accepting her plea, Platte County Circuit Court Judge Myles A. Perry sentenced Frogge to 16 years in prison on each of the two counts of enticement of a child and one count of sexual exploitation of a minor, and 15 years on each of the five counts of promoting child sex abuse images. He ordered that the sentences run concurrently, resulting in a prison term of 16 years.

As part of the plea, prosecutors dismissed two counts of felony sexual trafficking of a child.

In her petition to enter a guilty plea, Frogge said she “permitted, encouraged and participated in photographing and visually recording” the victim in sexual poses and various stages of undress “for sexual purposes to appeal to another adult’s sexual interest.” She added that she transmitted the videos and images.

Frogge’s then-boyfriend and co-defendant, 64-year-old Timothy D. Lowery, pleaded guilty in 2024 to one count of sexual exploitation of a child, two counts of possession of child pornography, and one count of child molestation. He was sentenced to a total of 19 years in prison.

“This woman was brought to justice because a brave child had the courage to tell a school teacher what was happening,” Platte County Prosecutor Eric Zahnd said in a news release. “ I hope any other child or adult who has suffered abuse will find the strength to report what has happened to them.”

During the investigation, authorities obtained a search warrant and found images of the victim that Frogge sent on Lowery’s phone. Authorities also found stories written by Frogge about the child sex abuse of the victim.

“This defendant sexually abused a child and collected images of that abuse,” Zahnd said. “On the contrary, every picture documents horrific sexual abuse. Sexual exploitation of minor children is disgusting, and this office will do everything we can to ensure those who make or share those images spend substantial time in prison.”

The Excelsior Springs Police Department, along with the Platte County Sheriff’s Department, investigated the case.
