Kansas City airport worker accused of filming over 60 women in terminal restroom
A Kansas City airport employee is facing a breach of privacy charge in Platte County after he allegedly filmed 66 partially undressed women from under the stalls of an airport restroom.
Teriosi Ludwig, 32, is facing one count of invasion of privacy, according to a Platte County charging document.
Around 2:30 p.m. March 9, airport police were called to the north TSA checkpoint at Kansas City International Airport (MCI) on an invasion of privacy report, according to a probable cause statement in support of Ludwig’s arrest.
At the TSA checkpoint, a woman told investigators that she was using an all-gender restroom located in the north end of Concourse A when she saw a cellphone appear and flash underneath her stall, the statement said.
Before the woman entered the stall, she told investigators, Ludwig “walked past her and smiled.”
When officers reviewed surveillance footage, Ludwig could allegedly be seen jogging away from the restroom seconds before the woman left, according to the court document. The woman identified Ludwig as the man she had seen in the restroom.
Officers located Ludwig while he was working at Martin City Brewery, near gate A12, the statement said.
He allegedly gave investigators consent to search his cellphone, on which investigators found several videos of women in restroom stalls with their “pants or undergarments lowered,” the statement said.
The court document stated that airport police took Ludwig to an interrogation room, where he waived his Miranda rights.
When speaking to investigators, Ludwig allegedly said he followed the woman into the bathroom, where he entered an adjacent stall and attempted to record her because he “had the urge” to do so, the statement said.
He left the restroom when the woman began to scream, he allegedly told investigators. The man said he did not have consent to film any of the women, and knew it was illegal to do so.
The Platte County Sheriff’s Office found 66 videos from the airport restroom, each depicting a different woman, on Ludwig’s phone, according to the probable cause statement. Of the 66 videos, 65 were taken over a span of nearly a month, from Jan. 16 to Feb. 12. The 66th video stemmed from the report made on March 9.
Ludwig was fired from Martin City Brewery the same day the woman reported the incident to police, Jackson Overstreet, a spokesperson for the Kansas City Aviation Department, said in an email to The Star on Friday.
After Ludwig’s arrest, Overstreet said the aviation department is reviewing restroom safety protocols at the airport to “ensure something like this does not happen again.”
Anyone who used the all-gender restroom in the north end of Concourse A is asked to call 816-243-5175 to submit potential information, Overstreet said.
“The Kansas City Aviation Department extends its support to everyone whose privacy was compromised by this individual,” Overstreet said.
Ludwig was booked at the Platte County Detention Center on Friday. He is being held on a $25,000 cash-only bond, according to the jail’s inmate listing.
In the terms of his bond conditions, prosecutors ordered Ludwig to stay off the airport’s premises, according to the court document.
No further court hearings are set in his case.
