Man allegedly turned himself in after fatal shooting in KC’s Citadel neighborhood
A Kansas City man was charged with second-degree murder in Jackson County court on Friday following a fatal shooting earlier this week in Kansas City’s Citadel neighborhood.
Lucas Willingham, 45, faces one count of second-degree murder and two counts of criminal action, according to a criminal complaint filed in Jackson County Court.
On Wednesday, Feb. 11, Kansas City police officers were called to the 1500 block East 59th Terrace just after 8 p.m. on a report of a shooting, Capt. Jake Becchina, a spokesperson for the Kansas City Police Department, said in a press release Thursday.
A probable cause statement in support of Willingham’s arrest said call notes from the police department indicated Jamon Norfleet, 28, knocked on the caller’s door and told them he had been shot by someone named “Lucas Willingham.”
When officers arrived at the scene and began administering first aid, Norfleet told them he had been shot nearby, at an apartment complex in the 6000 block of Blue Hills Road, Becchina said.
Court documents indicated Norfleet told officers directly that Willingham shot him. Norfleet was transported to an area hospital, where he later died.
Investigators arrived in the 6000 block of Blue Hills Road, where they located a crime scene, the probable cause statement said. There, they found several bullet fragments, shell casings and a clear plastic bag containing a “crystal-like substance.”
Detectives responded to an apartment associated with Willingham, where they interviewed individuals present in the residence, according to the probable cause statement.
One individual told investigators they were sleeping in the apartment when they heard what they described as a possible physical altercation, the court document said. They heard two to three gunshots, a man screaming and footsteps “running away.”
Minutes later, the individual said, Willingham came into the apartment acting “odd,” and appearing “disheveled,” the probable cause statement said.
When people in the apartment asked Willingham if he heard the gunshots, the individual said, he allegedly said no. Willingham then went into the kitchen and “scrambled around” before leaving, the probable cause statement said.
While executing a search warrant at the apartment, detectives found a spent shell casing with a headstamp matching shell casings found at the crime scene, the court document said.
Video footage from the apartment complex showed a man matching Norfleet’s description running north through the apartment complex just after 8 p.m., according to the probable cause statement. A second man, who resembled Willingham, allegedly appeared to follow Norfleet before raising an object, believed to be a firearm, and firing it towards Norfleet.
On Thursday, Willingham allegedly turned himself in to officers at the Kansas City Police Department headquarters, the statement said. He was placed on an investigative hold.
At 8 a.m. Friday, Willingham reportedly agreed to speak with detectives, according to the probable cause statement. He told them he was under the influence of PCP around the time of the incident, and didn’t know what happened, nor could he comprehend what was happening.
The man then told investigators he wanted a lawyer present before speaking further, the court document said.
Willingham is being held in the Jackson County Detention Center, according to the jail’s inmate roster.
A press release announcing Willingham’s charges from Jazzlyn Johnson, director of communications for the Jackson County Prosecutor’s Office, said the man is being held on a $150,000 cash-only bond.
