14 people indicted in KC federal court for alleged drug trafficking conspiracy
Fourteen Kansas City residents have been indicted on 80 charges for their alleged roles in a drug-trafficking conspiracy, in an multi-count indictment that was unsealed on July 17..
A federal grand jury indicted these 14 people, according to a news release from the Department of Justice:

- Aaron T. James, 37
- Timothy E. Murphy, 59
- James E. Barton, 46
- Allison R. Shea, 30
- Rodney Vaughn, 60
- Charles E. Hall, 40
- Brad Akins, 38
- Joshua A. Kisner, 38
- Devion R. McDonald, 31
- Ida M. Gates, 41
- Cora E. Fayne, 69
- Walter L. Brown, 61
- Marcus L. Whitley, 54
Authorities allegedly used undercover Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) agents to purchase drugs, including methamphetamine and fentanyl, from Fayne, Hall, and Shea from December 2024 to June 2025, records say.
Kansas City police, the Internal Revenue Service’s criminal investigation unit, and the Drug Enforcement Administration (DEA) assisted with the investigation, with support from the Missouri State Highway Patrol.
The indictment was unsealed Thursday after several arrests, replacing three criminal complaints that were filed against six of the indicted people earlier this month.
The charges cover a wide range of alleged offenses, like controlled substance distribution, including 16 counts related to distributing controlled substances within 1,000 feet of public playgrounds, and firearms offenses, including felony possession of a firearm and possession of firearms in furtherance of drug trafficking.
Six defendants were also charged with maintaining drug-involved premises.
