Overland Park councilman arrested, charged with domestic battery
Overland Park City Councilman Scott Hamblin was arrested and charged with one count of domestic battery, according to court documents.
He is accused of “physical contact with a person, in a rude, insulting, or angry manner,” according to the criminal complaint.
Around 8:30 p.m. Tuesday, the Overland Park Police Department was called to Hamblin’s residence in the 17700 block of Garnett Street. Hamblin, 42, was charged with one count of domestic battery with no priors, a class B misdemeanor.
In the incident report, obtained by The Star, police indicated that Hamblin was suspected of being under the influence of alcohol. Police reported damage to drywall. No injuries were reported.
He was booked at the Johnson County Jail late Tuesday. During a court appearance Wednesday afternoon, Hamblin pleaded not guilty.
Hamblin was held on a $1,000 personal recognizance bond, then released around 3:40 p.m. Wednesday. Bond was set with the condition that he does not have any contact with victims or witnesses for 72 hours, according to court documents.
A diversion hearing was set for 3:30 p.m. Sept. 16.
Hamblin is serving his first term on the City Council, after defeating incumbent Rick Collins in this past November’s election. Hamblin decided to run for office after the city condemned part of his land last year for a planned expansion of Quivira Road. He sued the city. He also has been vocal about how the city should curb its use of tax incentives for private development.
The Star generally does not identify victims of domestic violence without their permission.
Hamblin did not immediately respond to a request for comment.
