Brothers charged in homicide police say happened during attempted drug deal in park

Two brothers were charged with murder Friday after one allegedly shot and killed a man during an attempted drug deal in Ruskin Way Park in Kansas City.

The allegations against Tyree and Terry Williams, from Kansas City, are outlined in Jackson County Circuit Court charging documents, which were provided in a news release from the Jackson County Prosecutor’s Office.

Both men are charged with second degree murder, armed criminal action and attempted distribution of a controlled substance. Tyree Williams, 20, is charged with resisting arrest and possession of controlled substance. Terry Williams, 21, is charged with unlawful possession of a firearm.

Their charges stem from the Tuesday night killing of 25-year-old Quindell Burrell in the 11200 block of Eastern Avenue.

According to charging documents:

A witness at the scene told Kansas City police she had driven to Ruskin Way Park with Burrell to buy cocaine from the Williams brothers. She told police the brothers were known to sell drugs in the area.

When they arrived, she said, Burrell got out of her car and walked over to the green SUV the Williams brothers arrived in. She left.

When the witness came back, she told police, she found Burrell dead.

Surveillance video, police said, showed Terry Williams exiting the SUV after the witness left and raising his arms in a shooting position. Burrell drops out of view of the camera and the video then allegedly shows Williams assaulting the Burrell as his brother stands at the rear bumper of the car.

License plate readers in the area scanned the license plate number on the brother’s car and later that night, police said, they located the car. The brothers allegedly led police on a chase before they were stopped near 109th Terrace and Hickman Mills Drive.

When Tyree Williams got out of the car, police said, he threw several items in the air. A gun and bags containing cocaine and THC were found on the pavement near and under the car. Another gun was found inside the car, police said.

Prosecutors asked that both men be held in lieu of a $300,000 cash bond.
