Police ID suspect who killed Overland Park officer in shootout that left him dead
Police have identified the 38-year-old suspect who killed an officer in Overland Park and died during a Sunday shootout.
A Johnson County team that probes officer-involved shootings identified the suspect as Phillip Michael Carney of Overland Park.
Carney died at the scene. Michael Mosher, a 14 1/2-year veteran of the Overland Park Police Department, died at a hospital.
Officers responded to the shootout about 5:53 p.m. in the 8300 block of West 123rd Street.
Prior to the shooting, Mosher radioed to dispatch about a hit-and-run crash near West 123rd Street and Antioch Road, according to Overland Park police. Mosher approached the suspect’s vehicle and an altercation occurred.
The two exchanged gunfire, police said.
The Johnson County investigation team asked anyone with information about the shooting to call them at 913-322-5569.
Carney had faced several charges in Johnson County in the years before the shooting.
In 2014, Carney was charged with criminal threat, possession of cocaine, domestic battery and criminal damage to property. He pleaded guilty to battery and spent a year in jail.
Then in September 2017, Carney was accused of interference of law enforcement and domestic battery, though details of the case were not immediately available. He pleaded guilty to obstructing the legal process, spent 120 days in jail and was released in March 2018, court records show.
More recently, Carney was charged in January with aggravated assault of a law enforcement officer, battery of a law enforcement officer and burglary, among other offenses, in Douglas County.
The Lawrence Journal-World reported the charges stemmed from several burglaries at a cigar shop in Lawrence. A relative had previously asked a judge to not release Carney from jail out of fear he was a threat to her family, the newspaper reported.
