Lawrence man made 122 calls to 911, made false reports about sex with underage girls

A 38-year-old Lawrence man pleaded no contest Wednesday to three counts of making a false alarm for repeatedly calling 911 about sexual assaults that apparently did not occur.

Justin Allen Roehrich entered the plea in Leavenworth County District Court. In total, he made 122 calls to 911, reaching Leavenworth County dispatchers.

The charges stem from three of those calls, during which he claimed to dispatchers that he was going to perform sexual acts on drugged, underage girls.

When law enforcement investigated the calls, no evidence was found of anyone actually being harmed or threatened, according to Leavenworth County Attorney Todd Thompson.

According to a news release from the county attorney:

Dispatchers at the Leavenworth County Sheriff’s Office began receiving dozens of calls in April from a man who identified himself as “Jesse.”

In those calls, he told dispatchers about sexual acts he was performing with women, about pantyhose and about women’s feet. In response, dispatchers sent officers to various locations in Tonganoxie and Leavenworth County to see if someone was in danger.

In early May, a dozen more calls were made, including 72 calls between the evening of May 7th and the morning of May 8th. The calls came from the same man who identified himself as “Jesse.”

Dispatchers told the man that if he had no emergency, they would end the call. The man became angry in three of those calls and claimed he was going to perform sexual acts with underage, drugged girls.

Lawrence police and the Leavenworth County Sheriff’s Office identified the man as Roehrich and charges were filed in June.

“Our dispatchers never get as much credit and recognition as they deserve,” said County Attorney Todd Thompson. “More often than not, they are our first contact when we need help and they handle all calls patiently and with kindness. We hate to see this system abused.”
