Belton detention officer charged with having sex with prisoner

A civilian detention officer in Belton has been charged with having illegal sexual contact with a jail prisoner.

Emmanuel B. Wilbourn, 35, is charged in Cass County Circuit Court with two felony counts of having sexual contact with a prisoner.

The alleged victim, a 30-year-old woman, reported the incident on Saturday, according to court documents.

In a written statement, Belton police said that after the allegation was made, an investigation determined that “there had in fact been inappropriate contact between the employee and an inmate” at the Belton Police Department jail.

“The employee was placed on administrative57

leave pending termination proceedings,” police said.

According to the allegations in court documents, the woman told investigators that she had met Wilbourn during a previous jail stay.

After she was released from jail she had sex with him on two occasions outside of jail.

She said that the incident at the jail occurred in her cell and that Wilbourn used a condom when he had sex with her. Authorities later found a used condom in a trash can.

When questioned by investigators, Wilbourn initially denied having sex with the woman at the jail, but later admitted that he had, the court documents allege.
