The victim was shot shortly before 6 p.m. Tuesday near Northeast 88th and North Main streets. The victim told police that his neighbor shot him.

Kansas City police tried to negotiate with the neighbor for well over an hour after he initially refused to exit a residence.

The neighbor was taken into custody without incident about 7:30 p.m.
