Hundreds of new apartments mark ‘transformational moment’ for Johnson County city
Construction is beginning on hundreds of new apartments in Roeland Park.
In the works for years, crews are set to start work on The Rocks, a 287-unit project at 48th Street and Roe Parkway, just east of Roe Boulevard near Aldi. The project, which could be finished by spring 2028 under developer EPC, will include a parking garage and space for a sit-down restaurant.
That means a significant new housing option in the small Johnson County city of about 6,700 people.
The project will also include $500,000 worth of public art, through the city’s requirement for a slice of development costs to go to public art, and about 15 units designated affordable for those with lower incomes. There will also be 71 accessible units, including fixtures designed for those with limited mobility, geared toward allowing renters to age in place.
City officials say the project represents the most substantial private investment in Roeland Park in recent years.
“This is a transformational moment for the site and for Roeland Park,” City Administrator Keith Moody said in a statement. “The Rocks will bring new residents, walkable amenities, and new economic activity to the heart of the City.”
The City Council previously approved incentives for the project that included $16.4 million in tax increment financing, which uses increased tax revenue from the development to help support the project, over 20 years alongside an exemption on construction material sales tax, the Johnson County Post reported.
The project will fill a vacant site that was once home to the city pool. It was previously delayed in 2024 as the developer finalized financing.
