Mission developers plan to construct apartment complex at Martway Street

Developers in Mission are in the beginning stages of a proposal to demolish three nearly vacant office buildings and in their place construct a five-story apartment complex with TIF reimbursement.

Martway Officeworks LLC purchased the neighboring office buildings at 6005, 6025 and 6045 Martway Street last winter and is currently drafting a plan outlining the $30.1 million project to present to the city’s planning commission next month.

Christian Arnold, a partner at Martway Officeworks LLC and founding principal at Clockwork Architecture and Design in Kansas City, told council members at a July 26 work session meeting that the group was attracted to the location due to its proximity to the community and aquatic centers as well as to Victor X Anderson Park located just behind the buildings.

Arnold said research has shown a “huge demographic shift” in the housing market among a range of age groups including baby boomers and millennials who want more maintenance-free living and “the desire to be near walkable communities.”

The proposed five-story complex near Woodson Road would include 156 one- and two-bedroom apartments.

The property, which lies in the Rock Creek floodplain, could present challenges to developers. According to a city council work session packet, developers would have to either address the floodplain directly or build in such a way to avoid potential flooding.

The apartments would occupy the second through the fifth floors while the first floor would be reserved for parking spaces in order to eliminate potential flooding to apartment units. The first floor would also be used for small office spaces.

Arnold will present a preliminary plan to city council members at the city’s planning commission meeting Aug. 28.
