$225 million project proposed for View High Drive in Lee’s Summit

Developer John Bondon has his sights set on one of Lee’s Summit’s largest mixed-use developments.

Bondon presented plans for what he’s calling Village at View High to the Lee’s Summit Planning Commission earlier this week, and he’s due before the Lee’s Summit City Council later in October for further approvals.

Bondon, president of Parrot Properties in Kansas City, has control of 76 acres at Third Street and View High Drive. The development property is surrounded by the Fred Arbanas Golf Course to the west and New Longview to the south and is not far from the Paragon Star mixed-use project on View High Drive to the north.

It’s there where the $225 million project would consist of 312 high-end apartments, a senior living community and 35 acres of retail, restaurant and office development.

Bondon declined to disclose potential retail tenants, but he described the restaurant concepts as “higher end, not franchise-type restaurants” and compared them to those found on the Country Club Plaza or 135th Street in Overland Park.

He plans to request assistance from Lee’s Summit in the form of development incentives but said it’s too early to say how much he will seek. He said it’s likely he might seek tax increment financing and a community improvement district.

“I am close to having the numbers with our TIF attorneys and everything,” Bondon said.

Bondon’s partners in the project include Block & Co., TransSystems, Bushyhead LLC and Hirst & Associates Architects.
