The stage is set: Four companies have met Kansas City’s deadline for proposals on a $1 billion contract to design, build and finance a single terminal at KCI.
There were no surprises: Burns & McDonnell, AECOM, Edgemoor Infrastructure & Real Estate and BlueScope Construction all submitted proposals to City Hall on Thursday by its 4 p.m. deadline.
Each company had either announced its intention to submit a proposal, or revealed that it was thinking about it. City Hall confirmed only that four companies had submitted proposals, but would not disclose identities. But each of the four companies told The Star that they had sent in their proposals.
Thursday was the first of two deadlines in the KCI solicitation process. City Hall now has documents from each company that describe their qualifications to handle replacing the shuttered Terminal A at KCI with a brand-new single terminal.

Now each company has until Aug. 10 to submit the details of how they plan to finance the roughly $1 billion project.
Burns & McDonnell preceded its submission to City Hall with another rally, this time at the Power & Light District. The event featured Kansas City Royals luminary George Brett offering his endorsement of the Burns & McDonnell-led team, which includes Americo Life Inc., Corgan Architects and several local firms and labor organizations.
AECOM, which is calling its team KCI Partnership, is joined by Turner Construction in its pitch for KCI.
“Our proposal not only checks all the boxes required by Kansas City, but also showcases our team’s proven design, construction and financing of airport projects balanced with global and local capabilities, experience and people,” said Karl Reichelt, project executive for KCI Partnership. “We will prove that KCI Partnership is a serious, integrated team uniquely qualified to deliver.”
Edgemoor, a subsidiary of Clark Construction Group, is the lead partner on a proposal that also includes Clarkson Construction and Weitz Company.
“We can offer a compelling solution for Kansas City and its citizens,” said Geoffrey Stricker, managing director of Edgemoor.
The inclusion of four companies is a departure from May, when the single terminal discussion kicked into high gear once again after a year of dormancy. In May, Kansas City Mayor Sly James revealed that Burns & McDonnell had approached the city with a design, build and private finance proposal for KCI.
James and others at City Hall liked the idea and appeared ready to proceed with the Kansas City engineering and construction firm without opening the project up to competitive offers.
But AECOM later made its interest known, which set the course for a solicitation from City Hall for other interested parties.
Once all the proposers submit their financial details by Aug. 10, a selection committee will meet and evaluate each submission. That committee is composed of council members Jolie Justus and Jermaine Reed, city manager Troy Schulte, Kansas City aviation director Pat Klein, KCI engineer Phil Muncie and aviation department finance officer John Green.
The selection committee will pick one winner and begin developing a memorandum of understanding, which the Kansas City Council will vote upon. If the agreement passes the Kansas City Council, it’s the public that finally gets to decide.
That would happen on Nov. 7. After that everyone will know, at long last, whether Kansas City wants a new airport terminal.
