This photo originally ran with a letter to the editor from Waldo Wheeler Jr., vice president of the Missouri Cattlemen’s Association.

There he wrote, “The livestock farmers are the backbone of the Middle West and are one of our major and most important consumer units.” He argued that the government should reinstate meat import quotas as called for in the Meat Import Act of 1964.
