Harold Benton Cyphers III was allegedly driving under the influence and ran a red light, killing 69-year-old Donna Manning and critically injuring her 71-year-old husband, William Manning, on July 3.
William Manning died at a hospital on July 20.
The wreck occurred at 119th Street and State Line Road as the Mannings were headed to church.
