Police have identified the man fatally wounded in a shooting in Independence Wednesday morning as Arthur L. Ratcliff, 41, of Kansas City.
Ratcliff died at a hospital from injuries he sustained during at disturbance at 4 a.m. in the 16000 block of East 30th Terrace in Independence.
When police arrived at the scene, they found Ratcliff in the street with a life-threatening gunshot wound. Emergency crews rushed him to a hospital, where he later died.
Police took the shooter, who remained at the scene, into custody for questioning. Police also recovered a handgun.

Police were holding the man while they investigated the shooting and until authorities could determine whether charges were warranted.
The two men knew each other, police said.
