Brownback signs Kansas tax measure

At a ceremony in Overland Park, the governor said the new tax policy is “giving a shot of adrenaline” to the state economy. But while the governor spoke eagerly about the tax-cutting components of the bill, critics see it more as a tax shift. It means the state will look less to income taxes to pay for government services even as it continues a reliance on sales taxes.
