The incident occurred Monday when a woman stopped at a gas station at 18th Street and Parallel Parkway. When the driver went inside to pay, a woman jumped in the vehicle and drove off with the 9-year-old and 2-year-old in the back seat. She dropped the children off a short distance away.
Kansas City police later arrested McKinley.
Earlier this month, she had been placed on probation in a burglary case, according to court records.
