The NCAA's Legislative Council approved a proposal Tuesday to expand the meal allowance for all athletes.

The effect is that, rather than spending a month working out for NBA teams and receiving a thorough examination, decisions by players such as Missouri’s Jabari Brown will be based primarily on scouting reports prepared by NBA executives.
