Clay County authorities have charged a 52-year-old man with a history of committing sex crimes with a misdemeanor for allegedly exposing himself at a Kansas City, North, park.
Brian Lee Carter of Kansas City is accused of first-degree sexual misconduct in an incident that happened Sunday in Englewood Park at Northeast Englewood Road and North Troost Avenue.
Since 1991, Carter has served time in prison on four separate occasions for sexual misconduct and sodomy convictions. Because of his record, prosecutors requested that bond be set at $10,000. Carter posted bond and is scheduled to be arraigned at 2 p.m. Wednesday.
According to court documents, Clay County sheriff’s deputies were summoned to the park to investigate a man suspected of exposing himself to park guests. They located the man, who was identified as Carter, and asked him what he was doing. Carter said he was watching people fish.
Carter also said he had urinated in the pond but added, “I can’t go to jail.”
When asked why, Carter told the officers that he had been walking around the park exposing himself.
Deputies contacted a witness who confirmed that Carter had exposed himself to others at the park. Carter was arrested and taken to the Clay County Detention Center.
On Monday, Carter declined to speak to detectives.
