A 42-year-old Kansas City man surrendered to police following a six-hour standoff in the 4200 block of College Avenue that started as a violent disturbance between neighbors.
A neighbor sitting in his living room about 8:30 a.m. noticed the man slashing the neighbor’s tires, police said. When confronted, the man slashed the neighbor across the face.
