Kansas law aims to hasten response to missing-persons reports

A law took effect Monday in Kansas to disseminate information more quickly so police can find and return missing persons safely to their families. The effort was led by state Sen. Greg Smith, whose 18-year-old daughter, Kelsey, was found dead in 2007 after being missing for four days.
