December Htoo, a sophomore at J.C. Harmon High School, was found fatally shot Saturday inside a Kansas City, Kan., laundromat where he worked. His younger brother, Kyaw Wah, 14, joined friends and family members Sunday in building a memorial for Htoo outside the laundry business.
