    Man fatally shot by KC police had criminal record

    Kansas City police today identified the man fatally shot by police Thursday afternoon as Terry D. Davis, 26, of Kansas City.

    Davis has a criminal record that includes Jackson County convictions for forgery, robbery and possession of a controlled substance. He was also released from federal prison in March, after serving time for a gun conviction.

    Police Capt. Rich Lockhart gave this account of the shooting, which began about 3:15 p.m. Thursday when officers saw a car driving erratically in the 1700 block of Van Brunt Boulevard:

    As the officers checked the license plate, the driver sped away. The officers did not chase the car because it was not allowed under department policy.

    But the police helicopter was nearby, so it began following the car. Other police officers paralleled the chase by driving along nearby streets.

    The pilot reported that the driver was weaving through traffic and running several stop signs even though no patrol cars were following.

    When the car reached the 2600 block of Norton Avenue, Davis bailed out. The driver continued northbound, where other officers stopped and arrested him near 19th Street and Jackson Avenue.

    Meanwhile, Davis was trying to find a way to cut through a backyard to get from Norton to Jackson. He ran through a yard and climbed through a fence.

    On the other side of the fence, he encountered a tactical officer assigned to the East Patrol Division.

    The officer said Davis pointed a gun at him as they stood about two feet apart in a vacant mowed lot. The officer fired his gun and struck Davis, who dropped to his knees.

    Davis ejected his handgun’s magazine, which fell on the ground. The suspect then threw the gun behind him, over the privacy fence, and collapsed.

    Police said other officers and some neighbors witnessed the shooting. Crime scene investigators recovered the gun on the other side of the privacy fence.

    Officers closed several blocks in the area with yellow crime scene tape and told neighbors they could not move their vehicles. Investigators questioned the witnesses and the car’s driver Thursday night.

    The shooting marked the second time police had killed a suspected gunman on the same block. In March 2005, an officer followed a van after he saw it hit another vehicle. The driver bailed with a gun in hand, which was recorded on the officer’s dashboard camera. The officer said Juan J. Jacquez, 20, ran into a yard, turned and pointed the gun at him. The officer fired once, killing Jacquez. A large white cross in Jacquez’ memory remains planted in the front yard. It was only a few feet away from the crime scene tape Thursday.
