Is molding enough to cover gap?

Because of the dryness the past few years, we’ve had some settling in our basement that has created a gap between the outside wall and the ceiling. It’s only a tiny gap, and I thought crown molding would cover it, but a contractor suggested we need foundation work.

Like many other creative and fiscally challenged couples, we are interested in creating dynamic and inspired spaces without breaking the bank. Do you prefer Sedgehammer or Dismiss when attacking Nutgrass? I have had more success with Dismiss but was told it sends out runners when used. Sedgehammer seems to work but only after a 3 or 4 week wait
