KC streetcar plan: pricey transit or economic magnet?

As downtown Kansas City prepares for an election to help pay for a $100 million streetcar system, supporters say the proposal isn't primarily about transit. It's about creating a magnet for more apartments, condos, retail and high-tech -- doing what progressive cities already have done to lure the next generation of young entrepreneurs, workers and hipsters to their downtowns.
