Further, the hearing will determine why said parents should be permanently deprived of their parental rights and the right to permanent custody; and that the care, custody and guardianship of the person and estate of said child be committed to the Secretary of the Kansas Department for Children and Families. Or, in the alternative, the hearing will determine why said parents should be rendered unfit; and that the care, and custody of the person and estate of said child be committed to the Secretary of the Kansas Department for Children and Families, with the appointment of a permanent custodian.
