        A Kansas woman admitted in federal court this morning that she and another woman staged a sexual assault in hopes of getting a bigger payout in a sexual harassment lawsuit. Julie R. Bernet, 40, of Bucyrus, Kan., pleaded guilty to one county of conspiracy to commit wire fraud. Bernet acknowledged that she and Lindsey D. Crawford, 23, had hoped to convince police that the assault at Crawford&amp;rsquo;s Waldo-area garage was in retaliation for a harassment lawsuit that they had filed against an automobile dealership where both formerly worked.

        A Kansas City federal judge ordered bond today for two Missouri men charged this week with conspiring to run a dog-fighting ring. Saying she didn&amp;rsquo;t believe the men represented a flight risk or were a danger to the community, U.S. Magistrate Judge Sarah W. Hays said Rick P. Hihath of St. Joseph and Cris E.         State investigators are planning to go to a St. Joseph tannery to look for &amp;ldquo;something that was buried&amp;rdquo; at the plant, a spokeswoman said today. The tannery already is under investigation after a lawsuit alleged that waste sludge from the plant contained the carcinogen chromium 6. A vandal or vandals toppled and broke 176 headstones at the Fairview Cemetery sometime between June 18 and June 20 at the Fairview Cemetery, at Shrader Street and Terrace Avenue.         The U.S. Department of Justice plans to investigate whether the Kansas City Police Department discriminates against blacks and Hispanics in hiring and promotions, according to a letter released today. The city&amp;rsquo;s legal office received the letter from the federal agency Wednesday. The letter said the agency has information indicating the percentages of blacks and Hispanics in the department are &amp;ldquo;lower than would be expected for an agency of this type.&amp;rdquo;
