The 22-acre development is near Emanuel Cleaver II Boulevard and Leeds Road, close to the Kansas City Veterans Affairs Medical Center.
The project will be built in three phases and was projected to cost $34 million when it was unveiled in 2012.
The first phase calls for building 58 one-bedroom affordable housing units. It is expected to be completed by May 2014. When all phases are finished the project is expected to include 180 housing units; a support services center offering counseling, job training and case management resources; an honor garden; and a recreational building.
U.S. Bank has arranged more than $17.7 million in financing for the first phase, including $10.2 million in federal and state low-income housing credits.
Others involved in the development include Catholic Charities of Kansas City-St. Joseph and Yarco Cos.
